Quality control for synthetic safety surfacing on playgrounds

Standards at both the European and national levels play a pivotal role in ensuring that products are manufactured and used in a manner that is both safe and meets the requisite technical requirements. They set out the guidelines to which manufacturers must adhere. However, who can guarantee the customer or end user that a product really complies with the relevant regulations? The quality control system has been introduced to provide guidance and reassurance on the one hand, and to give manufacturers the opportunity to demonstrate that their products meet all specified requirements on the other. It also establishes control mechanisms, enabling compliance with the relevant standards to be verified through both in-house and third-party monitoring.

There are two main organisations in Germany that can certify that a product (and its manufacturer) meets the standards and other requirements for synthetic safety surfacing for playgrounds – the RAL Quality Assurance Associations and DIN CERTCO. Both organisations have established regulations that govern the issuance of their respective certificates. These are essentially based on the relevant standards, but are at times supplemented by additional requirements. Specified tests, such as those employed for standardisation, form one basis for certification. For safety surfacing on playgrounds, there is the RAL 943 Quality Mark for synthetic surfaces in outdoor sports facilities and the DIN CERTCO certification scheme for synthetic floor coverings in outdoor sports grounds and children's playgrounds.

Specifications set out in the DIN 18200 standard

The quality control procedures are governed by DIN 18200 ‘Assessment of conformity for construction products - Factory production control, third-party monitoring and certification’, which stipulates the following.

Factory production control:

As the term suggests, the manufacturer itself is responsible for monitoring and controlling the production process. This means that a designated individual is assigned to oversee this monitoring and controlling process at each production plant. This encompasses the testing and quality control of production materials, regular checks throughout the production process and on the finished product as well as the safeguarding of the production process as a whole. It is necessary to verify whether the technical requirements, for instance those stipulated in standards and quality control regulations, have been met. Of course, the execution of the controls must be thoroughly documented.

Testing:

The objective of the tests is to ensure that the finished product complies with the technical requirements stipulated in the relevant standards and regulations. The initial test, in which a new product is tested for compliance for the first time, is of paramount importance. In the event of changes to the production process, this test must be repeated. A sampling test can be undertaken at any given time and is mandatorily carried out by a monitoring body. The standard also explicitly delineates the sampling procedure. Each test must be recorded accordingly.

Third-party monitoring:

Third-party monitoring is carried out by an independent inspection body, whose work is divided into three forms of third-party monitoring:

  • During the initial inspection, the factory production control, product testing and compliance with requirements in production and by the finished product are monitored and tested for the first time.
  • The initial inspection procedures are conducted on a regular basis - twice a year - even without prior notice. This also involves the implementation of random sampling. Again, the primary objective is to verify compliance with the factory production control.
  • If deviations occur during third-party monitoring or specifications are not met, it may be deemed necessary to carry out special inspections. Such inspections would involve the company concerned and its production being subjected to a particularly intensive degree of scrutiny.

All third-party monitoring measures are also documented.

Certification:

A certification body verifies the control and monitoring records. If these indicate compliance with all relevant standards and specifications, the company or its product may be awarded the corresponding quality control certificate.

DIN CERTCO and RAL Quality Assurance Association

DIN-CERTCO was established in 1972 by DIN Deutsches Institut für Normung e. V. (German Institute for Standardisation) with the purpose of certifying compliance with DIN standards. The institution, which is now part of the TÜV Rheinland Group, is independent and neutral and also has the technical expertise to verify and monitor compliance with the requirements of the standards. DIN CERTCO has been certifying products in the field of sports facility construction since 1997. Certification for synthetic floor coverings in outdoor sports grounds and children's playgrounds is based on the DIN EN 14877, DIN EN 1177 und DIN 18035-6.

In addition to compliance with the requirements for the products delineated in the standards, DIN CERTCO also establishes requirements for manufacturers, including proof of experience, professionally trained personnel and adequate construction machinery and storage facilities. Upon demonstrating compliance with all requirements, the manufacturer is issued with a DIN CERTCO certificate for their product. However, certification must be periodically validated through regular tests and inspections.

The RAL Quality Assurance Associations (RAL originally from ‘Reichsauschuss für Lieferbedingungen’) were established almost 100 years ago. Today, RAL Deutsches Institut für Gütesicherung und Kennzeichnung e.V. is responsible for ensuring that products meet high quality standards. The RAL Gütegemeinschaft Kunststoffbeläge und Kunststoffrasensysteme in Sportfreianlagen e. V. is responsible for drawing up criteria and certifying products in the field of synthetic safety surfacing on playgrounds. This association is comprised of representatives from the public sector, consumers, scientists, manufacturers and other interested institutions. The provisions and requirements for obtaining the RAL 943 Quality Mark for synthetic surfaces in outdoor sports facilities go far beyond compliance with the DIN EN 1177 series of standards. For instance, the quality standards required by the market are also taken into account. These include, among other things, criteria for environmental compatibility. Self-commitment on the part of manufacturers, coupled with the maintenance of high standards, is intended to guarantee end consumers high quality, despite the presence of competitive pressure. Again, any certificates awarded must be validated periodically in order to maintain their validity.
